U.S. Senate, House pushing to avoid last-minute shutdown battle in September

When Congress returns from its August recess after Labor Day, they will face a short timeframe to pass a funding measure averting a government shutdown in October. House appropriators have passed all 12 spending bills, but the Senate panel has not passed any.
