Less than half of Kedah's illegal foreign workers register for E-Card

ALOR STAR: The Kedah Immigration Department received just 4,949 Enforcement Card (E-Card) applications from February until the deadline yesterday, which is less than half of the 10,000 figure that had been targeted.
