Việt Nam’s new era needs talent with a passion to serve: Minister

This was one of the core messages delivered by Assoc. Prof. Dr. Vũ Hải Quân to 126 outstanding students from 16 universities, along with 41 fellows and researchers from seven postgraduate institutes, during the Vallet Scholarship award ceremony held at the Temple of Literature in Hà Nội on Sunday.
