The Civil Sector and NGOs in the Grip of the System

Each year the European Commission (EC) adopts its annual Enlargement Package, an assessment of the reform progress made by each (potential) candidate country for European Union (EU) membership over the past year. This report, which details both the achievements and challenges faced by the candidate countries, focuses on the implementation of fundamental reforms. In the case of Serbia the situation is still far from satisfactory according to this assessment.
