Separatist blueprint for independent nation draws scrutiny

The 'constitutional discussion document,' released by the Alberta Prosperity Project, spans 54 pages and envisions the fate of a new nation that includes an elected president, open-carry gun rights, an unprecedented fourth branch of government with recall petitions and binding referendums triggered by only three per cent of the population's support.
