Palo Seco: A village rich in history, short on opportunity

Years ago, Pa­lo Seco was a unique mul­ti­cul­tur­al melt­ing pot, draw­ing peo­ple from across the Caribbean, as well as ex­pa­tri­ates from the Unit­ed States and Cana­da who came to work in the pe­tro­le­um in­dus­try.
