The ICPC’s 2025 Ethics and Integrity Compliance Scorecard paints a devastating picture of our public service. Out of 344 MDAs assessed, no agency achieved full compliance. One hundred and fourteen MDAs failed to submit annual financial reports. Eighty-nine MDAs operate without anti-corruption units. Forty failed to remit internally generated revenue as required.
