In Hindsight: The Security Council and the Changing Maritime Domain

The Security Council has traditionally approached maritime security through specific geographic situations and discrete threats, rather than as a broader and interconnected peace and security challenge. However, in more recent years, several Council members, predominantly elected ones, have focused on the geographically widespread security implications of this challenge while calling for a more holistic approach. This reflects a growing recognition that maritime security—and preserving the oceans as part of the global commons—requires greater attention to the links among conflict, international law, economic security, and new technologies.
