Child refusing to wear seatbelt leads to cancellation of Victoria-Toronto flight

A Porter Airlines flight from Victoria to Toronto was cancelled Thursday night after a young child would not remain buckled in their seat, ultimately leaving passengers unable to depart until the following day.
