As Justin Davis concludes his tenure as Chargé d’Affaires at the United States Embassy in Mogadishu, he leaves at a time when the relationship between Somalia and the U.S.is changing, perhaps more significantly than official statements suggest. Over recent months, I have spoken with several American diplomats in Mogadishu, Nairobi, New York, Washington and elsewhere
